Implementation of national core policies
Key new regulations implemented from November 1st
・The "Safety Requirements for Electric Vehicle Swapping Part 2: Commercial Vehicles" (GB/T 40032.2-2025) issued by the Ministry of Industry and Information Technology has officially come into effect, clarifying the exclusive safety requirements for N1, N2, and N3 battery swapping electric vehicles. Other battery swapping electric vehicles can refer to and implement it, helping to promote the swapping mode of commercial vehicles and promote the healthy development of the industry.
・The Ministry of Public Security has launched six new measures for "one-stop" public security traffic management, covering scenarios such as the cancellation of motor vehicle mortgage registration, replacement of registration certificates, online transmission of transfer information, handling of driver's examination business, application for school bus driving qualifications, and handling of temporary license plates for large transport vehicles. All of them are processed online through the "Traffic Management 12123" app, without the need to go back and forth to the window, increasing the number of online services to 41, which is expected to benefit hundreds of millions of people every year.
Upgrade of Transportation Safety and Loading Standards
・The Ministry of Transport, the Ministry of Public Security, and the Ministry of Emergency Management jointly issued the "Safety Management Standards for Road Transport Enterprises of Dangerous Goods", refining transportation management requirements, clarifying the scope of transportation for atmospheric pressure liquid dangerous goods tank trucks, requiring enterprises to follow the "two passengers, one dangerous" vehicle safety code coding rules, and strengthen the precise management of red and yellow code vehicles.
・Starting from December 1st, the "Loading Specification for Road Freight Transport Vehicles" (GB/T 45745-2025) will be implemented, which provides clear regulations on the loading reinforcement and full process inspection of road ordinary goods (excluding unpackaged bulk materials and liquid goods).
Medium - and long-term industry standards and innovation planning
・The Ministry of Transport and seven other departments have released the "Implementation Opinions on 'Artificial Intelligence+Transportation'", supporting the promotion of intelligent assisted driving technology demonstration applications in regions such as Beijing Tianjin Hebei and the Yangtze River Delta. Technical testing will be carried out around intelligent driving scenarios for trucks, and a vehicle road cloud collaborative sensing system will be deployed.
・The Ministry of Transport has released the "Technical Specifications for Road Transport of Hydrogen (including Liquid Hydrogen)", which clarifies the equipment conditions, transportation processes, parking requirements, and emergency response standards for road transport of hydrogen and liquid hydrogen. It applies to various transportation equipment such as long pipe trailers and tank trucks and will be implemented from March 1, 2026.
・The Ministry of Industry and Information Technology has publicly solicited opinions on the mandatory national standard for "Safety Requirements for Intelligent Connected Vehicle Combined Driving Assistance Systems", filling the gap in domestic product safety baselines. The deadline for soliciting opinions is November 15, 2025, which will provide technical basis for industry access and quality supervision.
Synchronized promotion of local characteristic policies
・Starting from November 1st, Shanxi will implement safety coding and classified supervision for "two passengers and one danger" vehicles, optimize the allocation of supervision resources, and improve the accuracy of supervision.
・Shandong has launched online ticket purchasing services for trucks and ships, allowing drivers and passengers to book trailers and personal tickets through online channels, simplifying the travel process.
・Sichuan has launched a "full lifecycle joint service" for transportation enterprises, which enables the establishment of transportation enterprises, information changes, and license cancellation services to be processed in a single application and intelligent joint service. Cross departmental data is automatically verified without the need for repeated errands.
・Yunnan Province is publicly soliciting opinions on the "Regulations on the Management of the Use of Electronic Waybills for Road Transport of Dangerous Goods (Revised Draft for Comments)", with a feedback period from October 28 to November 28, 2025, aimed at regulating the use of electronic waybills and improving safety supervision levels.
・Gansu has launched a UnionPay card truck ETC fast processing service, which supports binding any bank UnionPay card. Car owners can apply online through the "Gansu Expressway E-Pay" mini program or bring relevant information to the offline service point for on-site installation and activation.
