National policy

1. "Requirements for the Access Review of Road Motor Vehicle Manufacturing Enterprises" and "Requirements for the Access Review of Road Motor Vehicle Products"

Issued by the Ministry of Industry and Information Technology on January 21, 2026, and implemented from January 1, 2027, the regulations focus on strengthening requirements for intelligence, connectivity, software online upgrades, network and data security, functional safety, and management of commissioned and additional installations. They aim to promote commercial vehicle enterprises to enhance their product safety capabilities throughout the entire lifecycle and set higher standards for their research and development, production, after-sales service, and other aspects.

2. "Action Plan for Large-scale Equipment Renewal in Transportation"

The Ministry of Transport and 12 other departments jointly issued a document, requiring the accelerated elimination and replacement of operational diesel trucks that meet or exceed the National III standard, the early elimination and replacement of operational diesel trucks that meet the National IV standard, the orderly promotion of new energy operational trucks, and encouraging local governments to introduce policies such as road rights and infrastructure construction for new energy trucks.

3. Adjustment of preferential policies for vehicle and vessel tax

On May 27, 2024, the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Taxation Administration issued a notice adjusting the product technical requirements for energy-saving and new energy vehicles and vessels to enjoy vehicle and vessel tax incentives. From July 1, 2024, new energy vehicles must meet certain conditions (such as a driving range of not less than 80 kilometers for pure electric trucks and a pure electric driving range of not less than 50 kilometers for plug-in hybrid electric trucks) to enjoy preferential policies.

4. Specification for road freight transportation services on online platforms

The "Service Specification for Road Freight Transportation via Online Platforms" (JT/T 1488—2024) issued by the Ministry of Transport has been implemented since July 1, 2024. It provides clear regulations on the functions of online platforms, information verification, service processes, safe production, and other aspects, aiming to standardize the development of the online freight industry.

5. Convenience measures for the public by the traffic management department of the public security organ

Since July 1, 2024, the Ministry of Public Security has implemented eight new reform measures to facilitate the public and benefit enterprises in traffic management, including the electronicization of motor vehicle driving licenses, optimization of the driving license reapplication examination subjects, and the launch of the "12123 Traffic Management" APP for unit users, to facilitate commercial vehicle enterprises and vehicle owners in handling business.

1. Convenient traffic policies for new energy logistics and distribution vehicles in Beijing

Starting from November 15, 2024, Beijing will issue daytime operation permits to eligible new energy cargo vehicles (van-type trucks, flatbed trucks, and heavy-duty tractors, which are pure electric or hydrogen fuel cell models) within the Fifth Ring Road. These vehicles will be allowed to pass roads without all-day truck ban signs during specific time periods (6-7 a.m., 9-4 p.m., and 7-11 p.m. daily), in order to promote the use of new energy logistics and distribution vehicles.

2. Local standards for cold chain transportation in Inner Mongolia Autonomous Region

From July 1, 2024, the Inner Mongolia Autonomous Region will implement two local standards, namely the "Service Specifications for Cold Chain Transportation of Dairy Products" and the "Service Specifications for Cold Chain Transportation of Beef and Mutton Products". These standards provide specific regulations for various aspects of cold chain transportation, including loading and unloading, transportation, and information management, in order to standardize local cold chain logistics and transportation.

3. Fujian Province's policy on the control of overloaded trucks

The Fujian Provincial Department of Transportation and the Provincial Public Security Department jointly issued a notice to strengthen joint law enforcement at truck sources, cargo loading sources, highway pavements, and entrances and exits of expressways, enhance the control of overloaded trucks, and curb the occurrence of traffic accidents.

4. Safety supervision policies for the transportation of dangerous goods in Hunan Province

Hunan Province requires a concentrated effort to prevent and control accidents involving "two passenger vehicles, one dangerous goods vehicle, and one cargo vehicle" on highways, strengthen dynamic monitoring of key vehicles, and strictly investigate illegal behaviors such as speeding, fatigue driving, and evasion from dynamic monitoring, to ensure the safety of dangerous goods transportation. The above policies reflect the policy orientation of the state and local governments in promoting green development, safety supervision, and technological upgrading in the commercial vehicle field. Commercial vehicle enterprises need to closely monitor policy developments and adjust their business strategies in a timely manner to meet the requirements.
